HOUSE CONCURRENT RESOLUTION NO. 55

Requesting the Joint Committee on Government and Finance to conduct an interim committee study relating to the training of law-enforcement officers throughout West Virginia.

Whereas, As the new millennium begins, and technology in law enforcement is advanced, it is crucial that West Virginia's law-enforcement officers receive the best training available; and
Whereas, The citizens of West Virginia, dependant on the ability of our law-enforcement officers to have up-to-date training in police technology, require that the Legislature provide for their proper training; and
Whereas, The Legislature should study, during the interim of the Legislature, the ability to provide the proper training for West Virginia's law-enforcement officers; and
Whereas, The President of the Senate and the Speaker of the House of Delegates, by virtue of their position as cochairs of the Joint Committee on Government and Finance, should appoint the necessary members of the Legislature as members of the interim committee, along with the representatives of the West Virginia Sheriff's Association, the West Virginia Deputy Sheriff's Association; the Association of Police Chiefs; the Superintendent of the West Virginia State Police; the Chief Law-Enforcement Officer of the Division of Natural Resources; the chancellor of the West Virginia College Systems and the chancellor of West Virginia University Systems; therefore, be it
Resolved by the Legislature:
That the Joint Committee on Government and Finance is hereby requested to review, examine and study, during the interim of the Legislature, the training of West Virginia's law-enforcement officers throughout the state; and, be it
Further Resolved, That the Joint Committee on Government and Finance make a report of its findings, conclusions and recommendations, together with a draft of any legislation necessary to effectuate its recommendations to the Legislature at the beginning of the 2000 Regular Session; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from the legislative appropriations to the Joint Committee on Government and Finance.
